{"id":6867,"date":"2023-10-28T12:45:28","date_gmt":"2023-10-28T12:45:28","guid":{"rendered":"https:\/\/dailyai.com\/?p=6867"},"modified":"2023-10-31T21:11:51","modified_gmt":"2023-10-31T21:11:51","slug":"digital-colonialism-in-the-age-of-ai-and-machine-learning","status":"publish","type":"post","link":"https:\/\/dailyai.com\/sv\/2023\/10\/digital-colonialism-in-the-age-of-ai-and-machine-learning\/","title":{"rendered":"Digital kolonialism i en tid av AI och maskininl\u00e4rning"},"content":{"rendered":"<p><strong>Digital colonialism refers to the dominance of tech giants and powerful entities over the digital landscape, shaping the flow of information, knowledge, and culture to serve their interests.\u00a0<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">This dominance is not just about controlling digital infrastructure but also about influencing the narratives and knowledge structures that define our digital age.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Digital colonialism, and now AI colonialism, are widely acknowledged terms, and institutions such as <\/span><a href=\"https:\/\/www.technologyreview.com\/supertopic\/ai-colonialism-supertopic\/\"><span style=\"font-weight: 400;\">MIT have researched and written about<\/span><\/a><span style=\"font-weight: 400;\"> them extensively.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Top researchers from Anthropic, Google, DeepMind, and other tech companies have openly discussed AI&#8217;s limited scope in serving people from diverse backgrounds, particularly in reference to <\/span><a href=\"https:\/\/dailyai.com\/2023\/07\/unmasking-the-deep-seated-biases-in-ai-systems\/\"><span style=\"font-weight: 400;\">bias<\/span><\/a><span style=\"font-weight: 400;\"> in machine learning systems.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Machine learning systems f<\/span><span style=\"font-weight: 400;\">undamentally reflect the data they&#8217;re trained on \u00a0\u2013 data that c<\/span><span style=\"font-weight: 400;\">ould be viewed as a product of our digital zeitgeist \u00a0\u2013 a collection of prevailing narratives, images, and ideas that dominate the online world.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But who gets to shape these informational forces? Whose voices are amplified, and whose are attenuated?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When AI learns from training data, it inherits specific worldviews that might not necessarily resonate with or represent global cultures and experiences. In addition, the controls that govern the output of generative AI tools are shaped by underlying socio-cultural vectors.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This has led developers like Anthropic to <a href=\"https:\/\/dailyai.com\/2023\/10\/democratizing-ai-governance-an-anthropic-experiment\/\">seek democratic methods<\/a> of shaping AI behavior using public views.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As Jack Clark, Anthropic\u2019s policy chief, described a <\/span><a href=\"https:\/\/dailyai.com\/2023\/10\/democratizing-ai-governance-an-anthropic-experiment\/\"><span style=\"font-weight: 400;\">recent experiment<\/span><\/a><span style=\"font-weight: 400;\"> from his company, \u201cWe\u2019re trying to find a way to develop a constitution that is developed by a whole bunch of third parties, rather than by people who happen to work at a lab in San Francisco.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Current generative AI training paradigms risk creating a digital echo chamber where the same ideas, values, and perspectives are continuously reinforced, further entrenching the dominance of those already overrepresented in the data.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As AI embeds itself into complex decision-making, from <a href=\"https:\/\/dailyai.com\/2023\/10\/evidence-of-ai-misuse-unearthed-in-the-uk-public-sector\/\">social welfare<\/a> and <\/span><a href=\"https:\/\/dailyai.com\/2023\/07\/ai-in-recruitment-are-the-risks-worth-the-rewards-of-speed-and-efficiency\/\"><span style=\"font-weight: 400;\">recruitment<\/span><\/a><span style=\"font-weight: 400;\"> to <\/span><a href=\"https:\/\/dailyai.com\/2023\/10\/bank-of-england-representatives-warn-against-ais-role-in-finance\/\"><span style=\"font-weight: 400;\">financial decisions<\/span><\/a><span style=\"font-weight: 400;\">\u00a0and <\/span><a href=\"https:\/\/dailyai.com\/2023\/07\/unmasking-the-deep-seated-biases-in-ai-systems\/\"><span style=\"font-weight: 400;\">medical diagnoses<\/span><\/a><span style=\"font-weight: 400;\">, lopsided representation leads to real-world biases and injustices.\u00a0<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Datasets are geographically and culturally situated<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">A recent <\/span><a href=\"https:\/\/dailyai.com\/2023\/10\/new-research-into-datasets-reveals-systemic-ethical-and-legal-issues\/\"><span style=\"font-weight: 400;\">study by the Data Provenance Initiative<\/span><\/a><span style=\"font-weight: 400;\"> probed 1,800 popular datasets intended for natural language processing (NLP), a discipline of AI that focuses on language and text.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">NLP is the dominant machine learning methodology behind large language models (LLMs), including ChatGPT and Meta\u2019s Llama models.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The study reveals a Western-centric skew in language representation across datasets, with English and Western European languages defining text data. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Languages from Asian, African, and South American nations are markedly underrepresented.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Resultantly, LLMs can\u2019t hope to accurately represent the cultural-linguistic nuances of these regions to the same extent as Western languages.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Even when languages from the Global South appear to be represented, the source and dialect of the language primarily originate from Source: <a href=\"https:\/\/www.dataprovenance.org\/\">Data Provenance.org<\/a>.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">A <\/span><a href=\"https:\/\/dailyai.com\/2023\/06\/anthropic-releases-paper-highlighting-the-potential-bias-of-large-language-models\/\"><span style=\"font-weight: 400;\">previous Anthropic experiment<\/span><\/a><span style=\"font-weight: 400;\"> found that switching languages in models like ChatGPT still yielded Western-centric views and stereotypes in conversations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Anthropic researchers concluded, \u201cIf a language model disproportionately represents certain opinions, it risks imposing potentially undesirable effects such as promoting hegemonic worldviews and homogenizing people\u2019s perspectives and beliefs.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Data Provenance study also dissected the geographic landscape of dataset curation. Source: <a href=\"https:\/\/2022.internethealthreport.org\/facts\/\">2022 Internet Health Report<\/a>.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">In other research, influential datasets like MIT&#8217;s Tiny Images or Labeled Faces in the Wild carried primarily white Western male images, with some 77.5% males and 83.5% white-skinned individuals in the case of Labeled Faces in the Wild.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the case of Tiny Images, a <\/span><a href=\"https:\/\/dailyai.com\/2023\/07\/unmasking-the-deep-seated-biases-in-ai-systems\/\"><span style=\"font-weight: 400;\">2020 analysis by The Register<\/span><\/a><span style=\"font-weight: 400;\"> found that many Tiny Images contained obscene, racist, and sexist labels.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Antonio Torralba from MIT said they weren\u2019t aware of the labels, and the dataset was deleted. Torralba said, \u201cIt is clear that we should have manually screened them.\u201d\u00a0<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">English dominates the AI ecosystem<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Pascale Fung, a computer scientist and director of the Center for AI Research at the Hong Kong University of Science and Technology, discussed the problems associated with hegemonic AI.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Fung refers to over 15 research papers investigating the multilingual proficiency of LLMs and consistently finding them lacking, particularly when translating English into other languages. For example, languages with non-Latin scripts, like Korean, expose LLMs\u2019 limitations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to poor multilingual support, <\/span><a href=\"https:\/\/openreview.net\/pdf?id=rK-7NhfSIW5\"><span style=\"font-weight: 400;\">other studies<\/span><\/a><span style=\"font-weight: 400;\"> suggest the majority of bias benchmarks and measures have been developed with English language models in mind.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Non-English bias benchmarks are few and far between, leading to a significant gap in our ability to assess and rectify bias in multilingual language models.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are signs of improvement, such as Google\u2019s efforts with its PaLM 2 language model and<\/span><span style=\"font-weight: 400;\">\u00a0Meta&#8217;s <a href=\"https:\/\/about.fb.com\/news\/2023\/05\/ai-massively-multilingual-speech-technology\/\">Massively Multilingual Speech (MMS)<\/a> that can identify more than 4,000 spoken languages, 40 times more than other approaches. However, MMS remains experimental.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Researchers are creating diverse, multilingual datasets, but the overwhelming amount of English text data, often free and easy to access, makes it the de facto choice for developers.\u00a0<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Beyond data: structural issues in AI labor<\/span><\/h2>\n<p><a href=\"https:\/\/www.technologyreview.com\/supertopic\/ai-colonialism-supertopic\/\"><span style=\"font-weight: 400;\">MIT\u2019s vast review of AI colonialism<\/span><\/a><span style=\"font-weight: 400;\"> drew attention to a relatively hidden aspect of AI development \u2013 exploitative labor practices.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">AI has triggered an intense rise in the demand for data-labeling services. Companies like Appen and Sama have emerged as key players, offering the services of tagging text, images, and videos, sorting photos, and transcribing audio to feed machine learning models.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Human data specialists also manually label content types, often to sort data that contains illegal, illicit, or unethical content, such as descriptions of sexual abuse, harmful behavior, or other illegal activities. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">While AI companies automate some of these processes, it\u2019s still vital to keep \u2018humans in the loop\u2019 to ensure model accuracy and safety compliance.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The market value of this &#8220;ghost work,&#8221; as termed by anthropologist Mary Gray and social scientist Siddharth Suri, is projected to <\/span><a href=\"https:\/\/www.sunstar.com.ph\/cebu\/opinion\/editorial-end-digital-slavery\"><span style=\"font-weight: 400;\">skyrocket to $13.7 billion by 2030<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ghost work often involves exploiting cheap labor, particularly from economically vulnerable countries. <\/span><span style=\"font-weight: 400;\">Venezuela, for instance, has become a primary source of AI-related labor due to its economic crisis.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the country grappled with its worst peacetime economic catastrophe and astronomic inflation, a significant portion of its well-educated and internet-connected population turned to crowd-working platforms as a means of survival.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The confluence of a well-educated workforce and economic desperation made Venezuela an attractive market for data-labeling companies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is not a controversial point \u2013 when MIT publishes articles with titles like \u201c<\/span><a href=\"https:\/\/www.technologyreview.com\/2022\/04\/19\/1049592\/artificial-intelligence-colonialism\/\"><span style=\"font-weight: 400;\">Artificial intelligence is creating a new colonial world order<\/span><\/a><span style=\"font-weight: 400;\">,\u201d referencing scenarios such as this, it\u2019s clear that some in the industry seek to retract the curtain on these underhand labor practices.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As MIT reports, for many Venezuelans, the burgeoning AI industry has been a double-edged sword. While it provided an economic lifeline amid desperation, it also exposed people to exploitation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Julian Posada, a PhD candidate at the University of Toronto, highlights the &#8220;huge power imbalances&#8221; in these working arrangements. The platforms dictate the rules, leaving workers with little say and limited financial compensation despite on-the-job challenges such as exposure to disturbing content.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This dynamic is eerily reminiscent of historical colonial practices where empires exploited the labor of vulnerable countries, extracting profits and deserting them once the opportunity dwindled, often because \u2018better value\u2019 was available elsewhere.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Similar situations have been observed in Nairobi, Kenya, where a group of former content moderators working on ChatGPT <\/span><a href=\"https:\/\/dailyai.com\/2023\/08\/kenyan-ai-content-moderators-petition-the-government-over-traumatic-working-conditions\/\"><span style=\"font-weight: 400;\">lodged a petition<\/span><\/a><span style=\"font-weight: 400;\"> with the Kenyan government.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">They alleged &#8220;exploitative conditions&#8221; during their tenure with Sama, a US-based data annotation services company contracted by OpenAI. These contracts involved labeling descriptions of sexual abuse, hate speech, and violence.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The impact on the mental health of the workers was profound. Mophat Okinyi, a former moderator, spoke of the psychological toll, describing how exposure to graphic content led to paranoia, isolation, and significant personal loss.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The wages for such distressing work were shockingly low \u2013 a Sama spokesperson disclosed that workers earned between $1.46 and $3.74 an hour.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Resisting digital colonialism<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">If the AI industry has become a new frontier of digital colonialism, then resistance is already becoming more cohesive.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Activists, often bolstered by support from AI researchers, are advocating for accountability, policy changes, and the development of technologies that prioritize the needs and rights of local communities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nanjala Nyabola&#8217;s <\/span><a href=\"https:\/\/www.nanjalawrites.com\/digital-rights-projects\"><span style=\"font-weight: 400;\">Kiswahili Digital Rights Project<\/span><\/a><span style=\"font-weight: 400;\"> offers an innovative example of how local-scale grassroots projects can install the infrastructure required to protect communities from digital hegemony.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The project considers the hegemony of Western regulations when defining a group\u2019s digital rights, as not everyone is protected by the intellectual property, copyright, and privacy laws many of us take for granted. This leaves significant proportions of the global population liable to exploitation by technology companies.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Recognizing that discussions surrounding digital rights are blunted if people can&#8217;t communicate issues in their native languages, Nyabola and her team translated key digital rights and technology terms into the Kiswahili language, primarily spoken in Tanzania, Kenya, and Mozambique.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Nyabola <\/span><a href=\"https:\/\/qz.com\/africa\/2036362\/kiswahili-tech-terms-are-pushing-for-digital-rights-in-africa\"><span style=\"font-weight: 400;\">described of the project<\/span><\/a><span style=\"font-weight: 400;\">, \u201cDuring that process [of the Huduma Namba initiative], we didn\u2019t really have the language and the tools to explain to non-specialist or non-English language speaking communities in Kenya what the implications of the initiative were.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a similar grassroots project, Te Hiku Media, a non-profit radio station broadcasting primarily in the M\u0101ori language, held a vast database of recordings spanning decades, many of which echoed the voices of ancestral phrases no longer spoken.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mainstream speech recognition models, similar to LLMs, tend to underdeliver when prompted in different languages or English dialects.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/tehiku.nz\/\"><span style=\"font-weight: 400;\">Te Hiku Media<\/span><\/a><span style=\"font-weight: 400;\"> collaborated with researchers and open-source technologies to train a speech recognition model tailored for the M\u0101ori language. M\u0101ori activist Te Mihinga Komene contributed some 4,000 phrases to countless others who participated in the project.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/aclanthology.org\/2022.lrec-1.412\/\"><span style=\"font-weight: 400;\">resulting model<\/span><\/a><span style=\"font-weight: 400;\"> and data are protected under the <\/span><a href=\"https:\/\/xn--wharekrero-v3b.nz\/kaitiakitanga\/\"><span style=\"font-weight: 400;\">Kaitiakitanga License<\/span><\/a><span style=\"font-weight: 400;\"> \u2013 Kaitiakitanga is a M\u0101ori word without a specific English definition but is similar to \u201cguardian\u201d or \u201ccustodian.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Keoni Mahelona, a co-founder of Te Hiku Media, poignantly remarked, &#8220;Data is the last frontier of colonisation.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These projects have inspired other indigenous and native communities under pressure from digital colonialism and other forms of social upheaval, such as the Mohawk peoples in North America and Native Hawaiians.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As open-source AI becomes cheaper and easier to access, iterating and fine-tuning models using unique localized datasets should become simpler, enhancing cross-cultural access to the technology.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the AI industry remains young, the time is now to bring these challenges to the fore so people can collectively evolve solutions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Solutions can be both macro-level, in the form of regulations, policies, and machine learning training approaches, and micro-level, in the form of local and grassroots projects.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Together, researchers, activists, and local communities can find methods to ensure AI benefits everyone. <\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Digital kolonialism inneb\u00e4r att teknikj\u00e4ttar och andra m\u00e4ktiga akt\u00f6rer dominerar det digitala landskapet och formar informations-, kunskaps- och kulturfl\u00f6det s\u00e5 att det tj\u00e4nar deras intressen.
