Onderhandelaars leggen momenteel de laatste hand aan de details van de wet, een taak die uitzonderlijk complex is geworden door de opkomst van generatieve AI. <\/span><\/p>\n

De bijeenkomst op 6 december is de laatste kans om voor het einde van het jaar een akkoord te bereiken over de besproken en controversi\u00eble aspecten van de wet. Als er geen akkoord wordt bereikt, is het mogelijk dat de wet niet verder komt tot september 2024.\u00a0<\/span><\/p>\n

\"In plaats van dat de AI Act de wereldwijde gouden standaard voor AI-regelgeving wordt, is er een kleine maar groeiende kans dat er geen akkoord wordt bereikt voor de verkiezingen voor het Europees Parlement volgend jaar,\" zegt Nick Reiners, een analist voor technologiebeleid bij Eurasia Group, een adviesbureau voor politieke risico's.\u00a0<\/span><\/p>\n

De EU AI Act was bedoeld om 's werelds eerste allesomvattende AI-regelgeving op te stellen, die naar verwachting de positie van de EU als wereldleider op het gebied van technologiewetgeving zou verstevigen, zoals het geval was met GDPR.\u00a0<\/span><\/p>\n

Het onderhandelingsproces is echter langdurig en meanderend geweest, vooral rond AI-diensten voor algemene doeleinden zoals ChatGPT, Bard en Claude.\u00a0<\/span><\/p>\n

Deze modellen vervullen meerdere functies, wat betekent dat ze niet in \u00e9\u00e9n categorie kunnen worden ondergebracht. Tegelijkertijd wordt regelgeving noodzakelijk geacht om ervoor te zorgen dat bedrijven verantwoording afleggen wanneer ze deze modellen in hun diensten integreren.<\/span><\/p>\n

Generatieve AI heeft het traject van de AI-wet omgegooid, vooral nu de US<\/a>Het Verenigd Koninkrijk, China en talloze internationale coalities en overeenkomsten stellen hun eigen lappendeken van regels en voorschriften op.<\/span><\/p>\n

Geloofwaardigheid AI-wet EU twijfelachtig<\/span><\/h2>\n

AI is een economische krachtcentrale die een futloos Silicon Valley nieuw leven inblaast en durfkapitalisten wakker schudt uit hun post-pandemische sluimer. Regelgeving wordt dan ook niet altijd toegejuicht, zowel door overheden als AI-bedrijven.\u00a0<\/span><\/p>\n

Bovendien bestaat de zorg dat het gewoon nog te vroeg is voor overkoepelende wetten voor AI, en geopolitieke spanningen<\/a> vertroebelen de wateren.<\/p>\n

Kent Walker, de hoogste juridische functionaris van Google, <\/span>verklaarde<\/span><\/a>\"De race moet gaan om de beste AI-regels, niet om de eerste AI-regels.\"<\/span><\/p>\n

Zelfs als er deze week een overeenkomst wordt bereikt, moet deze in april door de 705 wetgevers van de EU worden goedgekeurd.\u00a0<\/span><\/p>\n

Dit is noodzakelijk om ervoor te zorgen dat de wetgeving van kracht is voordat het blok begint aan de EU-verkiezingen in juni. Voor de daadwerkelijke implementatie van de wet is een overgangsperiode van twee jaar nodig.<\/span><\/p>\n

Dragos Tudorache, een Roemeense wetgever die de onderhandelingen over de AI-wet van het Europees Parlement leidt, gaf eerlijk toe: \"We laten je tot het allerlaatste moment in het ongewisse.\"\u00a0<\/span><\/p>\n
