{"id":3383,"date":"2023-07-30T18:18:00","date_gmt":"2023-07-30T18:18:00","guid":{"rendered":"https:\/\/dailyai.com\/?p=3383"},"modified":"2023-07-30T18:48:39","modified_gmt":"2023-07-30T18:48:39","slug":"github-releases-policy-paper-advising-on-the-eu-ai-act","status":"publish","type":"post","link":"https:\/\/dailyai.com\/nl\/2023\/07\/github-releases-policy-paper-advising-on-the-eu-ai-act\/","title":{"rendered":"GitHub publiceert een beleidsdocument met advies over de EU AI Act"},"content":{"rendered":"<p><b>GitHub, Hugging Face, Creative Commons en verschillende andere tech-organisaties hebben een open brief gestuurd naar EU-beleidsmakers, waarin ze erop aandringen om sommige elementen van de AI-wet te heroverwegen.\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">De <\/span><a href=\"https:\/\/github.blog\/wp-content\/uploads\/2023\/07\/Supporting-Open-Source-and-Open-Science-in-the-EU-AI-Act.pdf\"><span style=\"font-weight: 400;\">brief<\/span><\/a><span style=\"font-weight: 400;\"> zegt dat de voorgestelde regelgeving de ontwikkeling van open-source AI-modellen dreigt te belemmeren en doet 5 aanbevelingen om dat te beperken.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Een van de belangrijkste twistpunten is de behandeling van sommige open-source projecten alsof het commerci\u00eble of ge\u00efmplementeerde AI-systemen zijn. <\/span><span style=\"font-weight: 400;\">Dit kan problemen opleveren voor individuele ontwikkelaars en non-profit onderzoekers. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">De AI-wet kreeg een overweldigende meerderheid van 499 stemmen voor, 28 tegen en 93 onthoudingen in het Europees Parlement. <a href=\"https:\/\/dailyai.com\/nl\/2023\/06\/eu-ai-act-passes-crucial-vote-and-enters-its-final-stages\/\">in juni<\/a>.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Het zal echter pas van kracht worden als de EU-Raad, die de 27 lidstaten vertegenwoordigt, een consensus bereikt.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hier volgt een samenvatting van de 5 aanbevelingen in de brief:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Definitie van \"AI-componenten\".<\/b><span style=\"font-weight: 400;\">: In de brief wordt aanbevolen om in de AI-wet van de EU een precieze definitie op te nemen van \"AI-componenten\", een term die vaak in de wet wordt gebruikt.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Opheldering over open source-ontwikkeling<\/b><span style=\"font-weight: 400;\">: Er moet worden verduidelijkt dat de gezamenlijke ontwikkeling van open-source AI, zoals het vrij beschikbaar stellen van AI-componenten in openbare opslagplaatsen, niet onder de Wet valt. Hiermee wordt getracht een onderscheid te maken tussen open source en commerci\u00eble activiteiten.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Ondersteuning voor een \"AI-kantoor<\/b><span style=\"font-weight: 400;\">: GitHub en anderen steunen het voornemen van de EU om een AI-bureau op te richten.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Effectieve uitzonderingen op de wet<\/b><span style=\"font-weight: 400;\">: In de brief wordt gepleit voor uitzonderingen op activiteiten met betrekking tot het testen van AI-systemen in de echte wereld om inzicht te krijgen in hun prestaties en zwakke punten te identificeren.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Proportionele vereisten voor \"funderingsmodellen<\/b><span style=\"font-weight: 400;\">: Tot slot roept de brief op tot een genuanceerde benadering van het onderscheid tussen verschillende modellen. Er wordt gesteld dat de Wet rekening moet houden met de unieke kenmerken van open source modellen.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">GitHub en andere ondertekenaars hopen dat de wet een balans zal vinden tussen risicobeperking en het stimuleren van AI-innovatie, maar hun aanbevelingen zouden de open source-gemeenschap, die een belangrijke rol speelt in de industrie, helpen ondersteunen.\u00a0<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Regelgeving kan open-source AI onevenredig treffen<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Grote techbedrijven zoals Microsoft, Google en Meta zijn bedreven in het beheren van compliance en regelgeving.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dat wil niet zeggen dat ze niet af en toe ernstige fouten maken, maar ze hebben de kracht en de middelen om aan de AI-regelgeving te voldoen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In feite is big tech voor het grootste deel zeer bemoedigend over regulering en proactief over zelfregulering.
