Topmanagers van meer dan 150 grote bedrijven, waaronder Renault, Heineken, Airbus en Siemens, hebben er bij de EU publiekelijk op aangedrongen om de nieuwe AI-regelgeving te heroverwegen.\u00a0<\/b><\/p>\n

Ze zijn bezorgd dat de regels in de onlangs goedgekeurde AI-wet de concurrentie en innovatie binnen de Europese AI-sector kunnen belemmeren.<\/span><\/p>\n

Deze oproep werd gedaan via een open brief aan het Europees Parlement, de Commissie en de lidstaten, waarin wordt beweerd dat de AI-wet de technologische concurrentiepositie van Europa in gevaar kan brengen.<\/span><\/p>\n

De <\/span>Financi\u00eble Times<\/span><\/a> was de eerste die de <\/span>brief<\/span><\/a>waarin staat: \"Als betrokken belanghebbenden van de Europese economische sector willen we onze ernstige bezorgdheid uiten over de voorgestelde EU-wet inzake kunstmatige intelligentie (AI). Naar onze mening zou de ontwerpwetgeving het concurrentievermogen en de technologische soevereiniteit van Europa in gevaar brengen zonder een effectieve aanpak van de uitdagingen waarmee we nu en in de toekomst worden geconfronteerd.\"<\/span><\/p>\n

Op 14 juni heeft het Europees Parlement <\/span>een ontwerp goedgekeurd<\/span><\/a> van de AI-wet na 2 jaar overleg en wijzigingen rondom relatief nieuwe AI-modellen voor grote talen (LLM's) en basismodellen zoals GPT-4 van OpenAI. Er moeten nog verschillende stadia worden doorlopen voordat de wet wet wordt, wat naar verwachting in 2024 zal gebeuren.\u00a0<\/span><\/p>\n

De ondertekenaars van de open brief stellen dat de AI-wet de mogelijkheid voor Europa om voorop te blijven lopen op het gebied van technologische innovatie in de kiem kan smoren.\u00a0<\/span><\/p>\n

Ze zijn bezorgd dat de regelgeving te streng is en de technologische aspiraties van de regio belemmert in plaats van een positief klimaat voor AI-ontwikkeling te scheppen.<\/span><\/p>\n

Een belangrijk punt dat aan de orde is gesteld, zijn de strenge regels van de wet voor generatieve AI-systemen, een categorie AI-modellen die vaak wordt aangeduid als \"basismodellen\". De AI-wet vereist dat AI-ontwikkelaars hun producten registreren bij de EU, risicobeoordelingen ondergaan en voldoen aan transparantie-eisen, waaronder openbaarmaking van auteursrechtelijk beschermde gegevens die zijn gebruikt om hun modellen te trainen.<\/span><\/p>\n

Deze bepalingen kunnen volgens de bedrijven leiden tot buitensporige nalevingskosten en aansprakelijkheidsrisico's, waardoor AI-ontwikkelaars mogelijk de Europese markt zullen verlaten. In de brief wordt er bij de EU op aangedrongen om af te stappen van haar rigide nalevingseisen voor generatieve AI-modellen en een meer flexibele, risicogebaseerde aanpak te hanteren.<\/span><\/p>\n

Jeannette zu F\u00fcrstenberg, oprichtingspartner van La Famiglia VC en een van de ondertekenaars van de brief, zegt: \"We zijn tot de conclusie gekomen dat de EU AI Act in zijn huidige vorm rampzalige gevolgen heeft voor het Europese concurrentievermogen. Op dit moment wordt er in Europa een sterke innovatiegeest ontketend, waarbij belangrijk Europees talent bedrijven in de VS verlaat om technologie in Europa te ontwikkelen. Regelgeving die jonge, innovatieve bedrijven oneerlijk belast, brengt deze innovatiegeest in gevaar.\"<\/span><\/p>\n

De bedrijven stellen ook voor dat de EU een regelgevend orgaan van AI-experts opricht om toezicht te houden op de toepassing van de wet naarmate de AI-technologie zich ontwikkelt.<\/span><\/p>\n

De EU houdt voet bij stuk<\/h2>\n

Drago\u0219 Tudorache, lid van het Europees Parlement en leider van de ontwikkeling van de AI-wet, reageerde op de brief met de volgende woorden: \"Het is jammer dat de agressieve lobby van een paar bedrijven andere serieuze bedrijven in zijn greep houdt. De bedrijven die de brief hebben ondertekend, reageren op de stimulans van enkelen en de ontwerpwetgeving van de EU voorziet in een door de industrie geleid proces voor het defini\u00ebren van standaarden, bestuur met de industrie aan tafel en een lichte regelgeving die vraagt om transparantie. Verder niets.\"<\/span><\/p>\n

OpenAI CEO Sam Altman waarschuwde eerder al voor een mogelijke terugtrekking uit de Europese markt als naleving van de EU-regelgeving onhoudbaar zou blijken, maar hij later gerustgesteld<\/a> dat OpenAI \"geen plannen heeft om te vertrekken\".<\/span><\/p>\n

De AI-wet hanteert een gefaseerde aanpak, waarbij AI's op basis van risico in verschillende categorie\u00ebn worden ingedeeld. Dit omvat een volledig verboden categorie \"onacceptabel risico\" voor AI's die menselijk gedrag manipuleren, mensenrechten in gevaar brengen en directe discriminatie veroorzaken.<\/p>\n
