De NAVO heeft een herziene AI-strategie uitgebracht om een verantwoord gebruik van AI in defensietoepassingen te bevorderen en bedreigingen van AI-gebaseerde tegenstanders te bestrijden.<\/strong><\/p>\n

Bijgewerkte NAVO-strategie<\/a> is een indicatie van hoe snel AI bij defensie verandert van nieuwigheid in brede toepassing.<\/p>\n

De oorspronkelijke AI-strategie van de NAVO werd uiteengezet in 2021, waarin zes principes voor verantwoord gebruik (Principles of Responsible Use, PRU's) voor AI bij defensie werden onderschreven, namelijk: Verantwoordelijkheid en Verantwoordingsplicht, Verklaarbaarheid en Traceerbaarheid, Betrouwbaarheid, Bestuurbaarheid en Bias Mitigatie.<\/p>\n

2021 is nog maar 3 jaar geleden, maar het is een aantal generaties achter op de commercieel beschikbare technologie van vandaag. De NAVO zegt dat naarmate er nieuwe mogelijkheden ontstaan en AI een technologie voor algemeen gebruik wordt, er ook nieuwe risico's ontstaan.<\/p>\n

Hoewel de NAVO over het algemeen wordt geassocieerd met nationale defensie, zegt de strategie dat andere AI-gerelateerde kwesties de aandacht van de NAVO verdienen. De strategie wijst op \"de mogelijk afnemende wereldwijde beschikbaarheid van openbare gegevens van goede kwaliteit om AI-modellen te trainen\".<\/p>\n

Het vermeldde ook de implicaties van computerintensieve AI op energieverbruik<\/a>. De NAVO is ook bezorgd over \"verantwoordingsplicht in mens-machine teams en het oplossen van technische en bestuurlijke problemen wanneer civiele oplossingen voor twee\u00ebrlei gebruik worden toegepast in een militaire context\".<\/p>\n

De gewenste resultaten in de strategie maken duidelijk dat de wapens die NAVO-leden zullen gebruiken AI zullen bevatten.<\/p>\n

De NAVO zegt dat het \"meetbare stappen zal nemen om AI, mogelijk gemaakt door kwaliteitsgegevens, te integreren in passende geallieerde capaciteiten door middel van toezeggingen in het defensieplanningsproces van de NAVO\".<\/p>\n

Om haar doel te bereiken, zegt de NAVO dat zij en haar bondgenoten \"toegang moeten kunnen krijgen tot en gebruik moeten kunnen maken van gespecialiseerde laboratoria, zandbakken en testfaciliteiten\".<\/p>\n

In tegenstelling tot het Manhattan Project vindt de ontwikkeling van geavanceerde AI plaats in bedrijfslaboratoria, niet in overheidsfaciliteiten. Je moet je afvragen of OpenAI of Meta hun faciliteiten zouden delen als de NAVO hen dat zou vragen.<\/p>\n

De NAVO-strategie wijst ook op de impact die AI zal hebben op militaire en civiele banen. Om hiermee om te gaan zijn \"omscholingsprogramma's, deskundigheid op hoog niveau, veranderingen in functies en een diepere integratie van technische experts in militaire operaties\" nodig.<\/p>\n

Autonome straaljagers<\/a>robotsoldaten en zwermen drones<\/a> zullen waarschijnlijk duizenden soldaten op zoek gaan naar ander werk.<\/p>\n

Het is gemakkelijk om terug te vallen op het idee dat oorlogen worden uitgevochten met militaire hardware, maar de strategie van de NAVO bevat dit interessante inzicht in waar de leiders zich vooral zorgen over maken:<\/p>\n

\"Desinformatie, de bewapening van gendergerelateerde verhalen, technologisch gefaciliteerd gendergerelateerd geweld en AI-ondersteunde informatieoperaties zouden de uitkomst van verkiezingen kunnen be\u00efnvloeden, verdeeldheid en verwarring kunnen zaaien in het Bondgenootschap, samenlevingen en legers in tijden van conflict kunnen demobiliseren en demoraliseren en het vertrouwen in instellingen en autoriteiten die belangrijk zijn voor het Bondgenootschap kunnen aantasten. Deze kwesties kunnen ingrijpende gevolgen hebben voor het Bondgenootschap.\"<\/p>\n

In een scenario waarin natiestaten superintelligente AI's gebruiken om met elkaar te concurreren, zullen strategische beslissingen, het maken en verspreiden van propaganda en het uitmanoeuvreren in milliseconden plaatsvinden.<\/p>\n

De uitdaging voor NAVO-leden is dat de krachtigste AI-modellen toebehoren aan bedrijven die ze willen verkopen op een wereldwijde markt.<\/p>\n

De NAVO zegt een manier te moeten vinden om \"het risico te beperken dat geallieerde technologie wordt misbruikt door potenti\u00eble tegenstanders en strategische concurrenten, en om geallieerden te helpen de toegang tot vitale onderdelen veilig te stellen\".<\/p>\n
