{"id":13193,"date":"2024-07-02T08:34:22","date_gmt":"2024-07-02T08:34:22","guid":{"rendered":"https:\/\/dailyai.com\/?p=13193"},"modified":"2024-07-02T08:34:22","modified_gmt":"2024-07-02T08:34:22","slug":"un-adopts-chinese-resolution-to-broaden-access-to-ai","status":"publish","type":"post","link":"https:\/\/dailyai.com\/es\/2024\/07\/un-adopts-chinese-resolution-to-broaden-access-to-ai\/","title":{"rendered":"La ONU adopta una resoluci\u00f3n china para ampliar el acceso a la IA"},"content":{"rendered":"<p><strong>On Monday the United Nations General Assembly adopted a Chinese-sponsored resolution calling for richer countries to help developing nations benefit from AI.<\/strong><\/p>\n<p>The non-binding resolution, entitled <a href=\"https:\/\/documents.un.org\/doc\/undoc\/ltd\/n24\/183\/80\/pdf\/n2418380.pdf?token=kraWiiY3GofT52jpq1&amp;fe=true\" target=\"_blank\" rel=\"noopener\">\u201cEnhancing international cooperation on capacity-building of artificial intelligence\u201d<\/a>, was introduced by \u200b\u200bChina&#8217;s permanent representative to the UN, Fu Cong.<\/p>\n<p>Fu said that while AI technologies have had a profound impact on some countries\u2019 socioeconomic development, developing countries have not been able to fully access and benefit from them.<\/p>\n<p>As the global digital divide widens, the resolution stressed \u201cthe need and urgency to narrow the disparities and assist developing countries in artificial intelligence capacity-building so that they will not be further left behind.\u201d<\/p>\n<p>The resolution follows the adoption of the <a href=\"https:\/\/dailyai.com\/2024\/02\/10-top-women-in-ai-in-2024\/\">first global resolution<\/a> on AI in March, which was proposed by the US and supported by China.<\/p>\n<p>The earlier bill focused on AI safety and human rights while Fu says the Chinese bill is \u201cmore focused on the capacity-building\u201d.<\/p>\n<p>The resolution calls for developed countries \u201cto increase capacity-building cooperation, including policy exchanges, knowledge sharing activities and the transfer of technology.\u201d<\/p>\n<p>While the US voted in favor of the resolution, China doesn\u2019t think it\u2019s acting in the spirit of the bill.<\/p>\n<h2>Do what you say<\/h2>\n<p>The US has put several measures in place to slow down China\u2019s AI aspirations. Last August <a href=\"https:\/\/dailyai.com\/2023\/08\/biden-curbs-us-tech-investments-in-china-over-security-concerns\/\">Biden\u2019s executive order<\/a> restricted US companies and individuals from investing in AI, computer chips, and quantum computing.<\/p>\n<p>The US has also <a href=\"https:\/\/dailyai.com\/2023\/10\/the-us-government-moves-to-further-restrict-tech-exports-to-china\/\">barred companies like NVIDIA<\/a> from supplying advanced AI chips to Chinese companies. The geopolitical irony that most of these chips are made in Taiwan is not lost on China.<\/p>\n<p>Ambassador Fu called on the US to act in line with the resolution they supported by lifting these sanctions.<\/p>\n<p>Fu said, \u201cWe are firmly opposed to these sanctions\u2026If people are true to the content of this resolution, it says that it is important to foster [an] inclusive business environment. We don\u2019t think that the US actions \u2026 [are] along that line.\u201d<\/p>\n<p>The democratization of AI and its benefits sounds like a great idea, but it\u2019s an idea that has to compete with internal economic interests and geopolitical challenges.<\/p>\n<p>While the US and EU states bring anti-competition litigation against big tech companies, they also try to retain their AI hegemony.<\/p>\n<p>For-profit companies like Google and the mislabeled OpenAI understandably want to retain and profit from their IP.<\/p>\n<p>But the new resolution calls on countries to consider the \u201cpositive benefits of open-source software, open models and open data, among other methods and business models, in spreading the benefits of artificial intelligence.\u201d<\/p>\n<p>Is it likely that supporters of this resolution will be able to transcend politics and commercial interests to solve the developing world\u2019s problems like poverty?<\/p>\n<p>Or will rapidly accelerating AI development continue to widen the gap between the haves and have-nots?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La Asamblea General de las Naciones Unidas adopt\u00f3 el lunes una resoluci\u00f3n patrocinada por China en la que se pide a los pa\u00edses m\u00e1s ricos que ayuden a los pa\u00edses en desarrollo a beneficiarse de la inteligencia artificial.
