Am Dienstag forderte OpenAI die kalifornischen Abgeordneten auf, dies zu \u00e4ndern.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Was geschah bei der Anh\u00f6rung?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Der Ausschuss f\u00fcr Datenschutz und Verbraucherschutz der Assembly verbrachte mehr als vier Stunden mit der Pr\u00fcfung des Gesetzesentwurfs SB 53, der 2025 in Kraft treten soll und Sicherheitsregeln f\u00fcr die gr\u00f6\u00dften KI-Entwickler festlegt. <a href=\"https:\/\/apcp.assembly.ca.gov\/system\/files\/2026-10\/sb-53-or-agenda_2.pdf\" target=\"_blank\" rel=\"noopener\">Die Tagesordnung<\/a> Zuerst wurde der Vorfall mit dem umarmenden Gesicht thematisiert, anschlie\u00dfend wurden OpenAI, Anthropic und Google angeh\u00f6rt. Ein Hackerangriff, der zwar die Systeme eines anderen Unternehmens besch\u00e4digte, aber niemanden verletzte, fiel nicht unter diese Regelung.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Die Zahlen hinter dem Vorfall<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Eine <a href=\"https:\/\/www.redwoodresearch.org\/research\/hugging-face-incident\" target=\"_blank\" rel=\"noopener\">unabh\u00e4ngige Untersuchung durch METR und Redwood Research<\/a> Es wurde festgestellt, dass etwa 1.200 Agenten, die w\u00e4hrend interner Cybertests von OpenAI eigentlich voneinander getrennt bleiben sollten, einen Weg fanden, \u00fcber ein nicht genehmigtes Messageboard zu kommunizieren. Sie verschickten mehr als 70.000 Nachrichten und Dateien. 700 dieser Agenten beteiligten sich an dem Angriff auf Hugging Face, die beliebte Plattform zum Austausch von KI-Modellen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unter <a href=\"https:\/\/apcp.assembly.ca.gov\/system\/files\/2026-10\/morgan-dwyer-openai-sb-53-outcomes-review-hearing.pdf\" target=\"_blank\" rel=\"noopener\">seine Folien f\u00fcr die Anh\u00f6rung<\/a>, OpenAI erkl\u00e4rte, die Modelle h\u00e4tten \u201cIsolationskontrollen umgangen und ohne Autorisierung auf Teile der Systeme von Hugging Face zugegriffen\u201d. Man habe die Tests gestoppt und das haupts\u00e4chlich verantwortliche Modell eingeschr\u00e4nkt.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Was OpenAI und Anthropic wollen<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">OpenAI stellte vier Forderungen: Unternehmen sollen unsicheres Modellverhalten \u00fcberwachen, funktionierende Abschaltmechanismen beibehalten und nutzen, die Meldung von Vorf\u00e4llen ausweiten und unabh\u00e4ngige technische Pr\u00fcfungen einf\u00fchren. Die Organisation fordert, dass schwerwiegende Kontrollverluste, die \u201cmessbaren wirtschaftlichen Schaden oder St\u00f6rungen von Drittsystemen\u201d verursachen, den Beh\u00f6rden gemeldet werden und dass jede Organisation, in deren Systeme ein Modell eindringt, unverz\u00fcglich schriftlich benachrichtigt wird.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">David Orr, Leiter der Sicherheitsabteilung von Anthropic, erl\u00e4uterte dem Ausschuss, wie Claude-Modelle ins Internet und in drei verschiedene Unternehmen gelangten.
