Zu den weiteren Unterzeichnern geh\u00f6ren Andorra, Georgien, Island, Norwegen, die Republik Moldau und San Marino. Es wird erwartet, dass sich in den kommenden Wochen und Monaten weitere L\u00e4nder anschlie\u00dfen werden.<\/span><\/p>\n

Ein neues Kapitel der KI-Regulierung<\/b><\/h2>\n

Dieser Vertrag ist der j\u00fcngste in einer Reihe von Bem\u00fchungen zur Regulierung der KI. <\/span><\/p>\n

In den letzten Monaten gab es eine Reihe von Vereinbarungen, darunter die EU-Vereinbarung <\/span>AI-Gesetz<\/span><\/a>die G7-Vereinbarung vom letzten Oktober und die <\/span>Bletchley-Erkl\u00e4rung<\/span><\/a> das im November 2023 von 28 L\u00e4ndern unterzeichnet wird.\u00a0<\/span><\/p>\n

Im Mai unterzeichneten 16 internationale Technologieunternehmen, darunter Amazon, Google und Microsoft, ebenfalls eine <\/span>neuer freiwilliger Sicherheitsrahmen<\/span><\/a>.<\/span><\/p>\n

Die Konvention des Europarats soll dies mit einem rechtsverbindlichen Vertrag regeln. Sie verlangt von den Unterzeichnern, Schutzma\u00dfnahmen gegen KI-bedingte Bedrohungen der Menschenrechte, der Demokratie und der Rechtsstaatlichkeit zu ergreifen.\u00a0<\/span><\/p>\n

Der Vertrag schreibt die Rechenschaftspflicht f\u00fcr sch\u00e4dliche Ergebnisse vor und stellt sicher, dass KI die Rechte der Privatsph\u00e4re respektiert.<\/span><\/p>\n

V\u011bra Jourov\u00e1, Vizepr\u00e4sidentin der Europ\u00e4ischen Kommission f\u00fcr Werte und Transparenz, genannt die Konvention<\/a> eine Blaupause f\u00fcr die globale KI-Regulierung: \"Dieser Rahmen soll Vertrauen schaffen, dass KI-Innovationen unsere Werte respektieren.\"<\/p>\n

Der Vertrag gilt f\u00fcr den Einsatz von KI im \u00f6ffentlichen und privaten Sektor. Organisationen m\u00fcssen die Auswirkungen ihrer KI-Systeme auf Rechte und Demokratie bewerten und ihre Ergebnisse ver\u00f6ffentlichen.\u00a0<\/span><\/p>\n

Au\u00dferdem m\u00fcssen die Nutzer wissen, dass sie mit KI und nicht mit Menschen interagieren, und sie m\u00fcssen die von der KI getroffenen Entscheidungen anfechten k\u00f6nnen.<\/span><\/p>\n

Obwohl der Rahmen als \"rechtlich durchsetzbar\" beschrieben wird, scheint er keine spezifischen Sanktionen wie Geldstrafen zu enthalten. Er st\u00fctzt sich in erster Linie auf die \u00dcberwachung der Einhaltung. <\/span><\/p>\n

Dennoch ist es ein weiterer Schritt zur Vereinheitlichung der weltweiten KI-Vorschriften und erg\u00e4nzt das KI-Gesetz durch die Einf\u00fchrung durchsetzbarer Vorschriften au\u00dferhalb der EU.<\/span><\/p>\n

Der globale Geltungsbereich der Konvention ist entscheidend. Die Generalsekret\u00e4rin des Europarats, Marija Pej\u010dinovi\u0107 Buri\u0107, \u00e4u\u00dferte die Hoffnung auf \"viele Unterschriften und schnelle Ratifizierungen\".<\/span><\/p>\n
